The WABA Index ranking orders WhatsApp Business API providers and platforms by a score out of 100, worked out the same way for all 23 platforms in the catalog. It measures how well one plan serves a company selling to customers in Brazil: cost in reais, local presence, the official API, automation, AI, Pix and developer tools. Ratings date: 24 September 2026.
Below is the current top ten. The full ranking lists every platform, and each name opens a card with scores by criterion, the scored plan and sources.

"Key strengths" shows two facts each card confirms, picked by fixed rules. Where scores are close, one corrected fact can swap two neighbors, so compare the criteria on the cards, not just the position. A position also cannot say which platform suits your team; the sections below help with that.
What the score measures
Eight criteria add up to 100. The weights are final and published on the methodology page.
| Criterion | Weight | What earns credit |
|---|---|---|
| Pricing and free trial | 20% | monthly cost in a standard scenario, free plan or sandbox, open fees, contract terms |
| Brazilian localization | 16% | Portuguese interface, docs and support, office in Brazil, local phone, billing in reais with nota fiscal, LGPD documents |
| WhatsApp API and automation | 15% | official route, customer-owned account, templates by API, no-code builder, shared inbox, webhooks |
| Market reputation | 12% | ratings from Brazilian users (two-thirds of the weight), then global ratings |
| AI chatbots and agents | 12% | replies in Portuguese, knowledge base, actions through tools, handoff, published AI limits |
| Pix and local payments | 10% | payment links and dynamic Pix by API, payment data in the message, confirmation that moves the flow on |
| Developer API and MCP | 10% | API coverage, official MCP server, OpenAPI, authentication, SDKs |
| CRM and sales | 5% | pipeline, tasks and permissions, segments, import and export |
One plan per platform. Each platform is scored on the plan a small business would buy to get the official WhatsApp API and automated replies. A feature sold only on an enterprise tier does not count.
Only confirmed facts earn credit. A fact counts when the vendor's or Meta's official pages confirm it, or in a few cases two independent sources. Vendor claims and anything not found earn nothing and show as "Not verified", never "No". Each card also shows an upper bound: the score if every open item were confirmed.
Admission comes first. Only platforms with a documented official route to the WhatsApp Business Platform and automated replies are ranked. Tools that connect only through WhatsApp Web or a QR code are left out; official vs unofficial WhatsApp API explains why.
What the price column means
The price is the cheapest plan with the official WhatsApp API as the vendor publishes it, per month, in the vendor's currency. It is often not the scored plan. It leaves out Meta's message fees, the vendor's per-message charges, extra operators and one-time setup fees (Zenvia's entry plan with WhatsApp: + R$649 one-time setup).
Meta bills per delivered message, at a rate set by category: a utility template to a Brazilian number costs R$0.0350 today. From 1 July 2026, Meta invoices accounts that pay in reais through its Brazilian entity, Facebook Brasil. The full cost picture is in WhatsApp API pricing in Brazil.
How scores change
Every score is recalculated from the card data whenever a fact, a price or a Meta rate changes; nothing is typed by hand. A fact earns points only when an official page confirms it, so a vendor that documents more of its product can move up the table.
Choosing by need
Lists are alphabetical; sources are on each card.
Company in Brazil and billing in reais
These cards confirm an office in Brazil, a subscription in reais payable by Pix or boleto, and a nota fiscal: Blip Platform, Digisac, Huggy, Octadesk, Poli Digital, RD Station Conversas, Umbler Talk, VTEX CX Platform (Weni) and Zenvia. 360dialog and Gupshup bill in foreign currency.
Pix inside the conversation
Blip Platform and VTEX CX Platform generate payment links and dynamic Pix codes themselves and send them in the chat; Zenvia does it through a Pagar.me integration from the Specialist plan up. Conditions apply: Blip's dynamic Pix needs Blip Checkout, contracted separately, and the VTEX payment agents work only for stores on VTEX.
Meta's own payments API for Brazil sends an order message with a Pix code or a link, but the customer pays outside the chat, in a bank app or browser, and WhatsApp leaves reconciliation to the business and its payment provider.
AI agents that take actions
These cards confirm an AI agent that answers in Portuguese, uses a knowledge base, calls external APIs and hands over to a person: Blip Platform, Botmaker, Infobip, Octadesk, SendPulse, Treble and VTEX CX Platform. Agents in Kommo and respond.io act only through built-in integrations. See AI agents and MCP on WhatsApp.
Developer API and MCP
An official MCP server that manages templates, bots or CRM data is confirmed for BotConversa, Infobip, respond.io, SendPulse, Sinch and WATI; the VTEX CX Platform server is read-only. For Blip Platform and Zenvia, the editors found only Meta or community servers.
Lowest monthly cost
The small-business scenario prices 2 operators, 1 number, 1,000 service replies and 1,000 utility templates a month. Only platforms whose public prices cover all of it get a figure:
| Platform | Core monthly cost |
|---|---|
| SendPulse | R$146.00 |
| Huggy | R$326.97 |
| Kommo | R$343.48 |
| Gupshup | R$672.53 |
| respond.io | R$1,058.14 |
| Zenvia | R$1,150.00 |
| VTEX CX Platform (Weni) | R$2,013.11 |
The median is R$672.53. The monthly cost carries half of the pricing weight, 10% of the total: full credit at half the median, half at the median, none at double. Cards showing "Quote needed" earn none of it, whatever their real price, which puts vendors that sell by quote behind on this criterion. The same label covers API-only providers such as Twilio, whose plans have no operator seats.
FAQ
Do platforms pay to be ranked?
No. No platform pays for its position or earns the site a commission, and scores come only from the published weights and dated sources.
Did the editors test the platforms?
No. Every fact comes from public pages, read on the date shown on each card.
Why is a platform I use missing?
Cards are added as research finishes. The platforms list shows every platform covered.
How often does the ranking change?
Cards are rechecked every six months and when Meta announces new prices. Still choosing a provider type? Start with what a BSP is and how to choose one.
